Gregg "Rock" Regan is the first Chief Information Officer for the State of Connecticut. Mr. Regan joined the state government in January of 1995 as a member of the Governor's staff. In 1996 he moved to the Office of Policy and Management to head a statewide technology assessment. The results of the assessment indicated significant shortcomings in the state's ability to use information technology as an agent for change. Mr. Regan was then chartered with drafting legislation to establish a separate department headed by a Chief Information Officer reporting to the Governor.
As CIO his overall responsibilities include development of statewide policy and planning guidelines to align business, technology and budgeting strategies. Prior to joining state government in 1995, he was with Sikorsky
Aircraft, where he performed a wide variety of program management functions such as: H-3 Service Life Extension Program, SH-60 Electro Magnetic Effect upgrade, and the Block I weapon systems countermeasures upgrade programs. He is a 1982 graduate of Saint Louis University Parks College of Aerospace Studies with BS in Engineering.
